 Established to honor the memory of Jim Stephens who, like Water Rat in The Wind in the Willows, believed that "there is nothing, absolutely nothing, half so much worth doing as simply messing about in boats."  The Fund will award charitable contributions benefiting boatbuilding, rowing, cycling, and other participative sports and river-related activities as advised by the Marietta Rowing and Cycling Club.

Created by Tim's aunt and uncle, Marge and David Grubb, their interest is to provide some relief in situations potentially or already involving suicide.
